Grants counties the authority to require contractors (as defined in section 444-1) to disclose information about their employees' wages, benefits, hours, and employment status.

Amends Section 46-1.5 of the Hawaii Revised Statutes governing general powers and limitations of counties by adding a new paragraph (28) establishing this disclosure requirement power.

Adds to the existing 27 enumerated county powers, which include regulation of business activity, land use, public nuisances, and towing operations.

Effective date is set for July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation).
