Establishes a statewide system for collecting, auditing, and publicly releasing de-identified hospital discharge data beginning July 1, 2027, requiring quarterly reports from all hospitals, ambulatory surgical facilities, emergency departments, lithotripsy centers, and cardiac catheterization laboratories.

Requires the State Health Planning and Development Agency to convene a hospital discharge data working group by September 1, 2026, to develop submission procedures, with members including the director of health, insurance commissioner, and representatives from major health systems and medical associations.

Mandates reporting of all live discharges and deaths from acute care, intensive care, long-term acute care, psychiatric, substance abuse, and rehabilitation settings, with data elements following National Uniform Billing Committee standards.

Protects patient privacy by requiring de-identification of names, social security numbers, birth dates, and medical record numbers before any public release of data.

Appropriates $200,000 for fiscal year 2026-2027 to the Department of Health for implementation.
