Exempts one Board of Regents strategic planning retreat per year from open meeting requirements, provided no decision-making occurs, materials are made public, and attendance is publicly noticed.

Requires all Board of Regents members to complete governance training within 12 months of confirmation and every two years thereafter, covering fiduciary duties, accreditation, budgeting, open meetings, and systemwide planning.

Establishes qualification requirements for regent candidates, mandating experience in higher education administration, finance, public governance, Native Hawaiian education/policy, or community leadership, and prohibiting registered lobbyists who lobbied the university within 12 months.

Removes Board of Regents members from the list of officials whose financial disclosure statements are public records under the State Ethics Code.

Requires the Board of Regents to submit an annual report to the legislature describing training compliance, member qualifications, professional development, and governance improvement recommendations.
