Expands the Hawaii State LGBTQ+ Commission's voting membership from 8 to 11 members

Adds one seat specifically for a person under age 29 at the time of appointment

Creates two new legislative appointee positions: one appointed by the Speaker of the House of Representatives and one by the Senate President

Maintains existing county representation requirements including 4 members from Honolulu, and one each from Hawaii, Kauai, and Maui counties
