Prohibits Hawaii state agencies from entering into contracts for goods, services, or construction with any business owned, operated, or controlled by relatives or household members of directors or deputy directors of principal state departments.

Defines "relative" broadly to include parents, grandparents, children, grandchildren, siblings, half-siblings, stepchildren, foster children, adopted children, in-laws, first cousins, nieces/nephews, and individuals adopted through the Hawaiian hanai custom.

Defines "household member" as any individual residing in the same dwelling unit as the director or deputy director.

Amends Chapter 84 of Hawaii Revised Statutes (Standards of Conduct) by adding a new section to Part I addressing contract restrictions.

Does not apply retroactively to rights, duties, penalties, or proceedings that existed before the Act's effective date.
