Adds a nonvoting public school teacher representative to Hawaii's Board of Education, appointed by the exclusive representative for bargaining unit (5)

Teacher representative must be in good standing with the union and serves a two-year term, with eligibility for one additional consecutive two-year term

Teacher representative may participate in all board meetings and executive sessions, except those involving collective bargaining negotiations or personnel matters posing a conflict of interest

Board of Education currently consists of nine voting members appointed by the governor, plus existing nonvoting student and military representatives

Effective date set for July 1, 3000 (placeholder date)
