Requires health insurers, mutual benefit societies, health maintenance organizations, and Hawaii Employer-Union Health Benefits Trust plans to cover clinical preventive services recommended by the Department of Health without deductibles, copayments, or coinsurance, effective January 1, 2027.

Grants immunity from civil, criminal, and professional disciplinary liability to healthcare providers who deliver clinical preventive services in accordance with Department of Health recommendations.

Authorizes the Hawaii Department of Health to make recommendations on clinical preventive services (including immunizations) and to issue standing orders for medications and vaccines, in response to federal Advisory Committee on Immunization Practices changes after September 2025.

Expands the definition of "prevailing medical standards" for child health supervision services to include Department of Health recommendations alongside federal and American Academy of Pediatrics guidelines.

Prohibits denial of coverage for clinical preventive services based on medical necessity or prior authorization requirements, and allows pharmacists to administer vaccines ordered per Department of Health recommendations to persons three years or older.
