Establishes the Hawaii Space Commission within the Department of Business, Economic Development, and Tourism to promote innovation in space exploration, commercial aerospace, and integration of space/aeronautics/aviation industries into Hawaii's economy.

Creates a 9-member Hawaii Space Commission Board with 3 members appointed by the governor, 3 by the senate president, and 3 by the house speaker, prioritizing appointees with experience in commercial aerospace, civil aviation, military aerospace, and space-related research.

Authorizes the commission to make grants to public or private entities for space-related economic development, provide matching funds for federal and private funding, support workforce training, and coordinate aerospace educational opportunities.

Establishes the Space Exploration and Aeronautics Research Special Fund to provide grants for emerging space flight technologies, space research, workforce training, post-mission material curation, and spaceport infrastructure development.

Appropriates unspecified amounts from general revenues for fiscal year 2026-2027 for the special fund, grants to eligible entities, and commission establishment and operations, effective July 1, 2026.
