Establishes the Hawaii Orbital Sustainability and Space Traffic Board within the Department of Business, Economic Development, and Tourism to oversee state-supported space operations and create an orbital tracking and traffic management system

Requires all aerospace operators conducting activities affecting Hawaii's airspace to register with the board, submit detailed mission plans with end-of-life disposal strategies, debris mitigation plans, and proof of insurance or financial liability

Authorizes grants for orbital debris removal technologies, space situational awareness systems, STEM education, workforce training, and public-private aerospace research partnerships

Mandates compliance with Hawaii Environmental Policy Act (Chapter 343), Native Hawaiian cultural site protections, and historic preservation consultation requirements for all aerospace operations

Violations may result in registration suspension or revocation, forfeiture of state grant funding, and debarment from state programs for up to three years; effective date set for July 1, 3000
