Transfers primary authority for the Makakilo Drive Extension project from the City and County of Honolulu to the State Department of Transportation to address traffic congestion, safety, and connectivity issues in west Oahu.

Establishes the Makakilo Drive Extension Task Force, chaired by the Director of Transportation, with members from state agencies and two west Oahu residents appointed by the governor to coordinate planning, permitting, and construction.

Authorizes use of the Hawaii Green Infrastructure Special Fund (subject to Public Utilities Commission approval) for sustainable design elements including stormwater systems, energy-efficient lighting, heat-mitigating pavement, and native landscaping.

Requires the Department of Transportation to create and maintain a publicly accessible online dashboard updated at least every two months showing project timelines, budgets, contract awards, and construction progress.

Appropriates unspecified general fund revenues for fiscal year 2026-2027, with the Act taking effect July 1, 2026 and task force/sustainability/transparency provisions sunsetting June 30, 2036.
