Requires the Governor to include a recommended budget for deferred repair and maintenance and capital improvements on existing state-owned buildings and infrastructure as part of the annual budget and supplemental budget submissions

Creates a new section in Hawaii Revised Statutes Chapter 37 (Budget), Part IV, to establish this repair and maintenance budget requirement

Exempts funds authorized by the legislature for deferred repair and maintenance and capital improvements on existing state-owned buildings from budget execution provisions (sections 37-31 to 37-41)

Takes effect upon approval by the Governor
