Expands Hawaii's bribery statute (Section 710-1040) to criminalize offering pecuniary benefits to public servants as rewards for actions they have already taken in their official capacity

Current law only prohibits bribes intended to influence future actions; this amendment adds "gratuities" given after the fact as a form of bribery

Applies to both sides of the transaction: those who offer or confer benefits to public servants, and public servants who solicit or accept such benefits

Does not affect rights, duties, penalties, or proceedings that existed before the bill's effective date

Takes effect immediately upon approval by the Governor
