Amends Hawaii Revised Statutes §701-108 to provide that the statute of limitations for any offense based on misconduct by a public servant does not begin until law enforcement discovers the offense.

Removes the previous limitation that extended prosecution time for public servant misconduct only while in office plus two years, with a maximum three-year extension.

Under current law being changed, public servant misconduct prosecutions had a fixed window tied to when the offense was committed and employment status.

Applies prospectively only; does not affect rights, duties, penalties, or proceedings that began before the effective date.

Takes effect upon approval by the Governor.
