Increases habitual property crime from a class C to class B felony, with minimum imprisonment rising from 1 year to 5 years and maximum indeterminate term from 5 years to 10 years

Creates a new theft offense for selling stolen property, targeting fencing operations by criminalizing the sale, attempted sale, exchange, or concealment for sale of property known to be stolen

Responds to Hawaii ranking fifth among states for highest average value of stolen goods per resident, with approximately 80 smash-and-grab burglaries reported on Oahu between October 2023 and January 2024
