Prohibits foreign entities from owning, leasing, or holding a controlling interest in more than a specified number of acres (amount left blank in bill) of agricultural land in Hawaii

Limits foreign entity leases on agricultural land to a maximum of 5 years and voids any land transactions that violate the restrictions

Requires foreign entities with ownership or leasehold interests in agricultural land to file annual reports with the Department of Agriculture detailing acreage, location, land use types, and ownership changes

Mandates the Department of Agriculture to create and maintain an online public registry of all foreign-owned agricultural lands in the state

Exempts land owned by foreign entities before July 1, 2025, family inheritance transfers, and short-term leases under 5 years from the restrictions
