Allows existing cesspools in priority level 3 areas to serve additional bedrooms within the same dwelling, up to a maximum of five total bedrooms, provided the cesspool was in use before August 30, 1991, or approved before March 21, 2016.

Limits cesspool usage to no more than 1,000 gallons of wastewater per day and prohibits connecting additional structures to the cesspool.

Does not authorize construction of new cesspools, modify existing cesspool conversion deadlines, or permit large-capacity cesspools under federal regulations.

Authorizes the Department of Health to adopt implementing rules and prohibit bedroom additions in specific areas where evidence shows cesspool use is impacting water quality or human health.

Effective date set as July 1, 3000 (placeholder date indicating further legislative action needed).
