Requires county boards of water supply to publish online maps showing domestic water service availability for new residential construction or expansions of 1-4 housing units per parcel in residentially zoned areas.

Maps must include general descriptions of any service limitations due to source, storage, or distribution deficiencies, along with supporting analysis explaining why service connections are disallowed.

Initial maps must be published by January 1, 2029, with annual updates required thereafter.

Creates an online process for parcel owners to request conditional clearance confirming water availability, which must be honored if a building permit is submitted within 90 days of board determination.

Applies the same requirements to both Part II and Part III of Chapter 54 of the Hawaii Revised Statutes governing county water supply boards.
