Establishes a mattress stewardship working group within the Department of Health to develop a program for collecting, reusing, and recycling mattresses, box springs, and mattress foundations

Working group membership includes the director of health (chair), solid waste officials from all four Hawaii counties, and representatives from mattress manufacturers, retailers, recyclers, donation organizations, and waste-to-energy companies

Program elements under consideration include producer stewardship requirements, point-of-sale fees, a dedicated special fund, retailer take-back programs, and compliance reporting with penalties

Working group must submit findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2028 regular session, and ceases to exist on July 31, 2028

Effective date is set as July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
