Amends the Hawaii State Planning Act to add green infrastructure objectives for state facilities, infrastructure, and transit projects, including minimizing stormwater runoff, reducing urban heat-island effects, improving air quality, and sequestering greenhouse gas emissions.

Establishes "quality of experience" design standards requiring state projects to incorporate live foliage, trees, green spaces, and visual/sound barriers, with exterior surfaces painted in standardized colors to blend with Hawaii's natural environment.

Adds new state policies to promote increased outdoor public green spaces, connect green spaces with existing trails, and expand urban tree canopy coverage.

Creates priority guidelines for green infrastructure implementation, including requirements for tree planting best practices, species selection for biodiversity and site conditions, and compliance with Tree Care Industry Association standards.

Requires the Office of Planning and Sustainable Development to submit a report to the legislature by twenty days before the 2027 regular session with recommendations for implementing the new green infrastructure provisions.
