Merchants with annual gross income exceeding $500,000 are prohibited from imposing any credit card processing fees or convenience fees on consumers.

Smaller merchants (gross income at or below $500,000) may charge credit card fees capped at the lesser of 2% of the transaction amount or the merchant's actual processing cost.

Merchants cannot raise prices solely because a consumer pays by credit card, and any such price increase is treated as a fee subject to the bill's limitations.

All credit card fees must be disclosed to consumers before completing the transaction and displayed as a separate line item on receipts.

Surcharges and fees on debit card transactions are prohibited entirely, and violations constitute unfair or deceptive trade practices under Hawaii law, effective January 1, 2027.
