Authorizes Hawaii counties to temporarily or permanently close or restrict public access to county-controlled lands when necessary to protect public health, ensure public safety, or preserve natural or cultural resources

Permitted restrictions include denying access to specific areas, modifying hours of operation, prohibiting or limiting specified activities, and establishing conditions for entry or use

Requires counties to provide public notice of closures through posted signs at affected properties, publication on official county websites, or other reasonable means

Amends Chapter 46 of the Hawaii Revised Statutes by adding a new section to Part V governing county powers over public lands

Takes effect upon approval by the legislature
