Addresses approximately $1.1 billion in deferred maintenance costs for Hawaii's sixteen small boat harbors, which the division cannot handle with its current annual operational budget of roughly $30 million.

Protects civil service employees whose positions are affected by the lease arrangement, ensuring they retain status, salary, seniority, and benefits while being reassigned within the division.

Requires annual reports to the legislature on program findings and recommendations, with the program set to expire on June 30, 2046.
