Creates a nonprofit "Corporation for the Stewardship of Hawaii Tourism" to replace the Hawaii Tourism Authority as the official destination stewardship organization for the state

Establishes a Hawaii Destination Stewardship Council with up to 20 voting members (appointed by governor, speaker, and senate president) and 6 ex officio non-voting members from state agencies to govern the corporation

Requires development of county-level destination stewardship action plans through island councils of 15-20 members, with mandatory representation from visitor industry, Hawaiian cultural practitioners, and local communities

Defines "regenerative tourism" and "destination stewardship" as guiding principles focused on net-positive community benefits, cultural preservation, environmental protection, and managed visitation to prevent overcrowding

Exempts the corporation from state taxation and requires annual reports to the legislature on activities, budget, and progress toward strategic tourism stewardship plan goals
