Prohibits lodging establishments in Hawaii from providing personal care products (shampoo, conditioner, bath soap) in plastic containers of 6 ounces or less in guest rooms and public bathrooms.

Implementation is phased: establishments with more than 50 rooms must comply by January 1, 2027; those with 50 or fewer rooms by January 1, 2029.

Lodging establishments may use bulk dispensers or provide non-plastic packaged toiletries upon request at locations other than guest rooms or bathrooms.

Civil penalties for violations are $500 for the first offense and $2,000 for subsequent violations, with each day of continued violation constituting a separate offense.

Applies to hotels, motels, resorts, bed-and-breakfasts, vacation rentals, and similar accommodations, but excludes hospitals, prisons, homeless shelters, and long-term rentals.
