Requires the State Historic Preservation Division of the Department of Land and Natural Resources to consult with the Harbors Division of the Department of Transportation to identify historically significant areas within each state harbor

Mandates creation and placement of educational displays at each identified historically significant harbor area to inform the public about the area's historical significance

Adds a new section on "Port heritage sites" to Chapter 6E (Hawaii's historic preservation law) of the Hawaii Revised Statutes

Takes effect upon approval by the Governor
