Establishes a two-year Conservation and Agriculture Environmental Stewardship Pilot Program within the Department of Agriculture and Biosecurity, set to expire June 30, 2028

Provides funding and technical assistance through three components: training incentives with stipends for completing conservation planning courses, cost-share support for implementing practices like cover cropping and erosion control, and infrastructure development funding for composting systems and irrigation improvements

Eligible participants include Hawaii-based farmers, ranchers, cooperatives, conservation organizations, community-based agriculture projects, and aina restoration organizations

Authorizes the department to contract with or award grants to nonprofits experienced in administering statewide food systems funds and conservation agriculture programs

Requires a report to the legislature before the 2027 session detailing participant numbers, acres impacted, conservation practices completed, and recommendations for program continuation
