Amends Hawaii's identity theft statutes (HRS 708-839.6, 708-839.7, 708-839.8) to explicitly include fraudulent impersonation or false depiction through artificial intelligence or "materially deceptive media" as covered conduct

Adds new statutory definitions for "artificial intelligence" (machine-based systems making predictions or decisions) and "materially deceptive media" (AI-generated content depicting individuals in speech or conduct they did not engage in)

Expands identity theft in the first, second, and third degrees to cover using another person's information to "gain access to confidential information or accounts" before committing theft, not just the theft itself

"Materially deceptive media" specifically covers deepfakes created through generative adversarial networks, machine learning, deep learning, convolutional neural networks, AI, or digital technology

Takes effect upon approval with no impact on rights, duties, penalties, or proceedings that began before the effective date
