Creates a new offense of "prohibited activity at an entranceway" in cities with populations of 300,000 or more, making it illegal to sleep, lie, sit, stand, or place personal property within 10 feet of private doorways in a manner that obstructs access.

Establishes a graduated enforcement process requiring law enforcement to first issue a verbal warning, then a citation after one hour if the person remains in violation, followed by initiation of encampment clearance protocols.

Exempts persons acting under legal authorization, those actively waiting during business hours, or individuals with permission from the property owner or authorized agent.

Requires officers to give violators a "reasonable opportunity to comply" based on factors including volume of property, the person's physical/mental condition, and weather conditions before removal actions.

Allows removal and storage of personal property under existing state law (section 171-31.5), while perishable, contaminated, or hazardous items may be immediately disposed of with documented justification.
