Prohibits domiciling or storing personal property at bus stop areas on public property in counties with populations of 300,000 or more, unless the person intends to use public transportation services

Establishes a graduated enforcement process: verbal warning first, then initial citation after 2 hours if no compliance, second citation after another 2 hours, followed by encampment clearance protocol if violations continue

Defines "bus stop area" as the entire sidewalk width extending 20 feet before and after a bus stop sign, or for sheltered stops, 20 feet before and after the shelter footprint plus 20 feet extending away from the street

Requires law enforcement to coordinate with homeless outreach agencies, including the statewide office on homelessness and housing solutions, when initiating clearance protocols
