Requires at least 50% of emergency medical services revenue collected for ambulance, community paramedicine, and other EMS services to be deposited into the Emergency Medical Services Special Fund rather than solely the general fund.

Establishes a $45,000,000 annual cap on the special fund, with any excess funds lapsing to the general fund at the end of each fiscal year.

Expands allowable uses of the fund to include emergency ambulance and air medical services, equipment, supplies, training, education, dispatch, communications and data systems, and public education for 911 services.

Limits administrative expenses to no more than 5% of total annual collections in the special fund.

Exempts expenditures from the Emergency Medical Services Special Fund from state procurement requirements under chapters 103D and 103F.
