Department of Health must procure a maternal and infant health information mobile application by January 1, 2027, to provide Medicaid-eligible prenatal, pregnant, and postpartum individuals with federal and state program information and resources.

The app must meet clinical standards from organizations including CDC, NIH, American College of Obstetricians and Gynecologists, and American Academy of Pediatrics, and be available in multiple languages on all mobile platforms.

Users cannot be charged fees; the department will pay the vendor up to $10 per user per month for the application.

Department must collect usage data including daily and monthly users, Medicaid enrollment status, and engagement metrics, then submit de-identified annual reports to the legislature beginning in 2029.

Appropriates unspecified general funds for fiscal year 2026-2027, with the department required to issue a request for proposals within 180 days of the effective date.
