Establishes a Geothermal, Carbon Sequestration, and Underground Water Resource Characterization Program within the Hawaii State Energy Office using slim-hole boring exploration (diameter of 7 inches or less for over 90% of bore depth)

Requires the Hawaii State Energy Office to collaborate with the Hawaii Groundwater and Geothermal Resources Center at the University of Hawaii to implement the program

Mandates environmental assessments or impact statements upon discovering resources, with input from the Department of Land and Natural Resources, Department of Health, and Native Hawaiian cultural practitioners

Requires community engagement with counties, nearby communities, and civic organizations before and during environmental assessments to identify needs, priorities, concerns, and appropriate boring locations

Appropriates unspecified amounts from both the energy security special fund and general revenues for fiscal year 2026-2027, with an effective date of July 1, 3000
