Addresses Hawaii's significant rainfall decline, with a 2016 study showing over 90% of the state experienced decreased annual and seasonal rainfall since 1920, while also experiencing more frequent rainfall extremes

Requires annual reports with findings, recommendations, and proposed legislation to be submitted to the legislature at least 20 days before each regular session

Appropriates $750,000 from general revenues for fiscal year 2026-2027, with an effective date of July 1, 2026
