Residential property owners who fail to remediate county zoning violations within the agency's specified timeframe face mandatory fines of at least $1,000 per day until the violation is resolved.

When accumulated fines exceed $20,000, the notice of violation automatically becomes a lien on the residential property.

Property owners who do not satisfy the violation notice and begin remediation within 30 days will have the notice recorded as a lien with the Bureau of Conveyances.

Within 30 days of the lien being recorded, the Bureau of Conveyances must refer the matter to county corporation counsel to initiate foreclosure proceedings.

The Act would take effect on July 1, 3000 (placeholder date), and does not apply retroactively to violations that occurred before the effective date.
