Expands eligibility for disability parking permits to include individuals who are blind or deaf, in addition to those with mobility impairments.

Amends the definition of "certificate of disability" in Hawaii Revised Statutes Section 291-51 to include certification of blindness or deafness by a licensed physician, physician assistant, or advanced practice registered nurse.

Maintains existing eligibility criteria for mobility-impaired individuals, including those unable to walk 200 feet without stopping due to arthritic, neurological, orthopedic, renal, vascular, oncological, lung, or cardiac conditions.

Takes effect upon approval by the Governor.
