Requires all places of public accommodation in Hawaii to ensure their information and communication technology (websites, software applications, kiosks, etc.) is accessible to persons with disabilities beginning July 1, 2026

Makes it an unlawful discriminatory practice to deny persons with disabilities full and equal enjoyment of goods, services, or information by requiring use of inaccessible technology

Defines "accessible" as the ability to receive, use, and manipulate data in a manner equivalent to that of a person without a disability

Establishes that websites meeting the World Wide Web Consortium Web Content Accessibility Guidelines (WCAG) will be deemed compliant with accessibility requirements

Provides exceptions where compliance would impose an undue burden or fundamentally alter the nature of the technology used
