Amends Hawaii Revised Statutes Section 92-7 to require the agenda and essential meeting information appear at the beginning of public meeting notices rather than after administrative provisions

Mandates notices include the board packet viewing locations (both in-person and internet) at the start of the document

Requires disability accommodation request instructions, including response deadlines, to be prominently placed at the beginning of meeting notices

Addresses accessibility barriers for people with disabilities, including those using screen readers, who currently must navigate extensive procedural text to find substantive agenda items and accommodation information

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date
