Establishes a Lava Zone Insurance Special Fund to subsidize property insurance premiums for homeowners in volcanic hazard zones 1 and 2 on the island of Hawaii.

Eligibility for subsidies is limited to low-income households (as defined by HUD) who do not own investment properties and use the property as their residence.

Fund will receive appropriations from the legislature, gifts and donations, fees collected by the insurance division, and civil/criminal/administrative penalties.

Defines "lava zone 1" as areas with volcanic vents in summits and rift zones of Kilauea and Mauna Loa with historically active vents, and "lava zone 2" as adjacent and downslope areas.

Appropriates unspecified amounts from the general fund for fiscal year 2026-2027, with the insurance commissioner authorized to adopt administrative rules to implement the program.
