HI HB2000

Establishes a "right to repair" for wheelchairs (manual and power) in Hawaii, requiring original equipment manufacturers to provide documentation, parts, and tools to independent repair providers and device owners on fair and reasonable terms.

Requires manufacturers to provide documentation (manuals, diagrams, schematics) at no charge except for reasonable printing costs, and parts/tools at costs equivalent to what authorized repair providers receive.

Mandates manufacturers make available special tools and documentation needed to reset electronic security locks or functions disabled during repair.

Violations are deemed unfair or deceptive trade practices under Hawaii law, enforceable by the Attorney General with full remedies and penalties available under Chapter 480.

Excludes motor vehicles, off-road equipment, and medical equipment valued at $100,000 or more; effective date set for July 1, 3000.
