Establishes the Neighborhood Security Watch Grant Program within the Office of Community Services to fund activities and facility rental costs for volunteer neighborhood security watch and citizen patrol groups

Grants may cover meetings, training, administrative coordination, community events, and rental fees for federal, state, or county facilities that charge for public use

Prohibits grant funds from being used for long-term or exclusive property leases, equipment rentals, or insurance requirements tied to facility use agreements

Requires grant recipients to employ qualified personnel, comply with anti-discrimination laws, avoid using funds for entertainment, and allow full state access to records for monitoring

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 to be administered by the Department of Labor and Industrial Relations
