Extends the Department of Education's certified librarian pilot program from two years to five years, with the program now set to end on June 30, 2030 instead of June 30, 2027.

Maintains two full-time equivalent certified librarian positions providing rotating support services to school complexes, with $66,154 allocated per position in fiscal year 2025-2026.

Adds flexibility for the department to select a second school complex on Oahu if an appropriate neighbor island school complex cannot be identified for the pilot program.

Requires annual reports to the legislature through 2030 (previously only through 2027), with the final 2030 report recommending whether to extend the pilot.

Appropriates unspecified general revenue funds for fiscal year 2026-2027 to continue the librarian pilot program.
