Establishes the Hawaii Rx Kids program administered by the Department of Human Services to provide direct financial support to expectant mothers and families with infants.

Provides a one-time unconditional payment of $1,500 to each expectant mother during pregnancy.

Delivers six monthly payments of $500 from birth through the child's sixth month of life, with an additional six monthly payments of $500 through month twelve subject to available funds.

Limits payments funded through TANF (Temporary Assistance for Needy Families) to expectant mothers who qualify for Medicaid or whose family income does not exceed 300% of the federal poverty level.

Caps administrative costs at 15% of total program costs and allows the department to contract with third-party administrators, exempt from standard procurement requirements.
