Requires the Hawaii Public Housing Authority to develop and implement a comprehensive safety plan for all public housing projects statewide, including acoustic gunshot detection systems, license plate recognition cameras at entry/exit points, surveillance cameras, improved lighting, and access-control systems.

Mandates privacy and civil liberty protections including limits on data retention, prohibitions on using collected data for immigration enforcement or non-criminal purposes, and restrictions against generalized surveillance unrelated to public safety.

Requires the authority to notify residents about safety technologies through signage and community outreach, and to consult with resident councils and tenant associations before and after implementing new systems.

Prioritizes deployment based on crime data, resident safety concerns, history of gun-related or violent incidents, traffic safety issues, and available infrastructure.

Appropriates unspecified general funds for fiscal year 2026-2027 to purchase, install, and maintain safety technologies, train staff, ensure data security compliance, and conduct community outreach, with an effective date of July 1, 2026.
