Establishes a statewide program for certification and monitoring of active intelligent speed assistance systems, which are aftermarket devices that prevent vehicles from exceeding posted speed limits using GPS, digital mapping, or camera-based sign recognition technology.

Requires mandatory installation of active intelligent speed assistance systems for excessive speeding violations (30+ mph over limit or 80+ mph), racing on highways, and repeat speed limit violations within five years.

Creates a misdemeanor offense for knowingly circumventing or tampering with an active intelligent speed assistance system installed pursuant to the law.

Shields automobile manufacturers, distributors, and retailers from liability for losses caused by the design, installation, or misuse of these systems, except when they intentionally or knowingly cause damage through repairs or updates.

Authorizes courts to issue special permits allowing offenders with suspended licenses to drive vehicles equipped with active intelligent speed assistance systems during suspension periods.
