Establishes a five-year Construction Worker COVID-19 Hazard Pay Program administered by the Department of Labor and Industrial Relations, effective July 1, 2026 through June 30, 2031.

Provides a one-time hazard pay bonus of $20,000 (before taxes) to eligible construction workers who performed at least 500 hours of essential construction work in Hawaii during the COVID-19 pandemic.

Defines the eligible period as May 5, 2020 through May 25, 2023, covering the duration of the governor's COVID-19 emergency proclamations.

Requires the department to make application forms publicly available by January 5, 2027, with a submission deadline no earlier than 180 days after forms become available.

Appropriates an unspecified sum from general revenues for fiscal year 2026-2027, with funds available through June 30, 2031.
