Expands the existing ban on commercial vehicles weighing 10,000+ pounds driving in the far left lane to also include any motor vehicle towing a vehicle or trailer on roadways with three or more lanes in the same direction

Removes the prior exception allowing commercial vehicles to use the left lane when maintaining speed with existing traffic flow; vehicles may now only use the left lane when overtaking/passing another vehicle

Exempts emergency vehicles, public transit vehicles, school buses, tour buses, and other commercially operated passenger buses from the left-lane restriction

Establishes a tiered penalty structure for violations: fines for first and second offenses, and for third or subsequent violations within three years, fines plus potential mandatory traffic safety course attendance (specific fine amounts left blank)

Limits application of these restrictions to counties with a population of 500,000 or more (effectively Honolulu County)
