Extends the deadline for county legislative bodies to approve, modify, or disapprove Hawaii Housing Finance and Development Corporation (HHFDC) affordable housing projects from 45 days to 90 days after submission of preliminary plans and specifications

Changes automatic approval provision so that projects not disapproved by the 91st day (instead of the 46th day) are deemed approved by the county legislative body

Applies to housing projects developed by or with HHFDC that are exempt from standard planning, zoning, and construction statutes under the 201H expedited approval process

Does not affect rights, duties, penalties, or proceedings that began before the Act's effective date

Takes effect upon approval by the Governor
