Prohibits social media platforms from providing algorithmic "addictive feeds" to minors under 18 unless the operator verifies the user is not a minor or obtains verifiable parental consent.

Bans platforms from sending notifications about addictive feeds to minors between 12 AM and 6 AM Hawaii Standard Time without parental consent.

Restricts processing, selling, or collecting personal data of minors on websites, apps, or devices directed at children, requiring data deletion within 30 days of learning a user is a minor unless consent is obtained.

Authorizes the Attorney General to enforce violations with civil penalties up to $5,000 per violation, along with injunctive relief, restitution, and disgorgement of profits, beginning 180 days after the law takes effect.

Requires operators to honor device signals or settings indicating a user is a minor or declining data processing consent, and prohibits degrading services for users who do not consent to data collection.
