Requires two-thirds approval from each house of the legislature via concurrent resolution, plus a supporting resolution from the Office of Hawaiian Affairs, before the Board of Land and Natural Resources can dispose of public lands to governments, governmental agencies, public utilities, or renewable energy producers without public auction

Limits all new land dispositions to the United States military to a maximum of 25 years in duration

Requires the U.S. military to deposit a clean-up and remediation bond into the state treasury before any new land disposition can be issued

Prohibits new military land dispositions until the military, State, and Office of Hawaiian Affairs reach agreement on returning unused, surplus, and recreational-use lands and establishing a payment schedule for unpaid compensation for use of crown and government lands since July 7, 1898

Creates a separate statutory section allowing the Board to sell, lease (up to 65 years), or grant easements to public utilities and renewable energy producers without public auction, subject to specific pricing, repurchase rights, and legislative disapproval provisions
