Expands Hawaii's campaign contribution ban to include officers and their immediate families of state/county contractors with contracts of $100,000+ for goods/services or $250,000+ for construction, prohibiting political contributions for the contract's duration.

Extends the same contribution prohibition to recipients of state grants over $100,000, their officers, and officers' immediate family members under chapter 42F or county charter provisions.

Defines "officer" as sole proprietorship owners, general partners, LLC managers/co-managers, and corporate officers; "immediate family" includes spouses, reciprocal beneficiaries, children, and dependents.

Requires any unlawful contributions to be returned within 30 calendar days of receipt, with unreturned contributions escheating to the Hawaii election campaign fund.

Takes effect November 4, 2026, and does not affect rights, duties, or proceedings that began before that date.
